Accessibility Statement for the User Interface for Database Cubes and Reports

The Act on the Provision of Digital Services (306/2019) requires public web services to be accessible. The National Institute for Health and Welfare (THL) strives to ensure the accessibility of the User Interface for Database Cubes and Reports in accordance with this law.

This statement was prepared on 8.3.2024. The statement is based on an evaluation conducted by an external expert organization as well as our own assessment. The Act on the Provision of Digital Services (306/2019) does not apply to attachments and maps published before 23.9.2018.

Accessibility Status of the Interface

The accessibility of the service was evaluated by an external expert organization in October 2022, after which some deficiencies were corrected. Accessibility was subsequently assessed by THL experts in March 2024. This accessibility statement is based on both assessments and the development work carried out between them.

The interface partially meets the requirements of levels A and AA of the Web Content Accessibility Guidelines (WCAG 2.1). Below is a description of the known accessibility shortcomings of the interface (with WCAG 2.1 A and AA level criteria listed in parentheses). General Observations

The contrast ratio (1,9:1) between the "CC BY 4.0" link in the footer of the data cube and database report, the contact information link in the database report, and the body text does not meet the contrast requirements between text and background. (WCAG 1.4.1, 3.2.4)

Data Cube

The data cube can only be partially used with assistive devices. The dimension and measure area cannot be accessed with the keyboard at all. Adding dimensions and measures to the table section only works by dragging with the pointer, so this cannot be done with assistive devices at all. (WCAG 2.1.1, 2.4.1)

The options listed in the menu that opens from the Options button lack text alternatives for screen readers. (WCAG 1.1.1)

The dimension-specific setting buttons in the table section are implemented in their own row and column, leaving empty cells in the table. (WCAG 1.3.1, 1.1.1)

Database Report

It is not possible to open modal dialogs on the database report pages with the keyboard when they are linked to multiple-choice buttons. Graph images cannot be used with a screen reader.

However, the data from the graph images can be downloaded in an accessible Excel table format. In some graphs, the values on the y- and x-axes and the color legends of the graphs are read sequentially by the screen reader without clear information about their purpose. Additionally, the units of values at the bars are not always clear. (WCAG 1.3.2, 2.1.1, 4.1.2)

In the line graph, the confidence interval is indicated only by color. (WCAG 1.4.3)

Accessible Database Report

As the User Interface for Database Cubes and Reports is not fully accessible, THL has developed the concept of an accessible database report. The accessible database report is an extract from each data cube in an accessible format. 

Through the accessible database report, you can access the entire content of the underlying data cube. Currently, the accessible database report is a model still in development. THL is aware of the shortcomings of the accessible database report and aims to address them within the resources allocated to the service. (WCAG 2.1.1, 2.4.1)

Continuous Efforts to Improve Accessibility

We are committed to improving the accessibility of digital services and will correct identified accessibility shortcomings as soon as possible.

The User Interface for Database Cubes and Reports is a service that THL plans to phase out and replace with a new reporting tool in the coming years. THL needs to prioritize the new reporting tool, meaning that the necessary resources are often not available to address the existing deficiencies.
