Implementation of the monitoring of information system services in social welfare and healthcare

Nationwide information system surveys for social welfare and health care organisations have been arranged with the support of the Ministry of Social Affairs and Health since 2003.

An information system survey for physicians was arranged in 2010 for the first time, and a survey targeted at citizens in 2014. The surveys were organised in the STePS project in 2014, when information was collected simultaneously from social welfare and health care organisations, physicians and citizens.

The project ended on 31 March 2016, but continued directly as the STePS 2.0 project. The currently on-going STePS 2.0 programme began on 1 April 2016 and will end on 30 September 2019. After that the project will continue as STePS 3.0.

Later on the work has continued 'Monitoring and evaluation of digital healthcare and social welfare'  1.4.2023–>

An information system survey was conducted for social sector for the first time in 2019 by Aalto University and data collection has been reported in Finnish by Ylönen K, Salovaara S, Kaipio J et al. (2020). Sosiaalialan asiakastietojärjestelmissä paljon parannettavaa: käyttäjäkokemukset 2019. FinJeHeW;12(1):30-43. The survey was repeated in the social sector in 2020. The responsets were social care professionals educated at a university or a university of applied sciences.
